DEPARTMENT OF POSTS AND TELEGRAPHS. FOREIGN PARCEL POST AMENDMENT (NO. 4) WARRANT, 1959.

DEPARTMENT OF POSTS AND TELEGRAPHS. FOREIGN PARCEL POST AMENDMENT (NO. 4) WARRANT, 1959.

I, SÉAMAS Ó RIAIN, Minister for Finance, on the representation of the Minister for Posts and Telegraphs as testified by his official seal affixed hereto, and in exercise of the powers conferred on me by sections 2, 4, 12 and 82 of the Post Office Act, 1908, hereby order as follows :--

1.--(1) This Warrant may be cited as the Foreign Parcel Post Amendment (No. 4) Warrant, 1959.

(2) This Warrant shall come into operation on the first day of April, 1959.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Warrant.

3. In this Warrant " the Principal Warrant " means the Foreign Parcel Post Warrant, 1953 ( S.I. No. 418 of 1953 ).

4. This Warrant shall be construed as one with the Principal Warrant.

5. The following Regulation is hereby substituted for Regulation 6 of the Principal Warrant :

" 6. Except by permission of the Minister, there shall not be forwarded, conveyed or delivered by post any parcel the dimensions of which exceed the maximum dimensions or are less than the minimum dimensions, or the weight of which exceeds the maximum weight, specified in the First Schedule hereto."

6. Clause (a) of paragraph (1) of Regulation 10 of the Principal Warrant is hereby amended by the deletion of " and the further fee specified in the Third Schedule hereto".

7. Regulation 13 of the Principal Warrant is hereby amended by the insertion of " a small packet," after " a sample packet," and " small packet," after " commercial packet, sample packet,".

8. Regulation 25 of the Principal Warrant is hereby amended by the addition thereto of the following paragraph :

" The advice of delivery form may, if the sender of the parcel so requires, be transmitted by air mail to or from, or both to and from, the country or place of address of the parcel ; and the sender shall pay for each transmission of the advice of delivery form by air mail a further fee not exceeding the fee specified in respect thereof in the Third Schedule hereto."

9. The entries in the First, Second, Third and Fourth Schedules to this Warrant are hereby respectively substituted for the entries in the First and Second Schedules as amended, the Third Schedule, and the Fourth Schedule as amended to the Principal Warrant.

10. The Foreign Parcel Post Amendment (No. 2) Warrant, 1955 ( S.I. No. 221 of 1955 ), and the Foreign Parcel Post Amendment (No. 3) Warrant, 1957 ( S.I. No. 49 of 1957 ), are hereby revoked.

FIRST SCHEDULE.

Maximum Dimensions :

Length 3 ft. 6 ins. ; length and girth combined 6 ft.

(The girth to be measured round the thickest part).

Minimum Dimensions :

Length, 4 ins. ; width, 2¾ ins. In roll form, length and twice diameter, 6¾ ins. ; greatest dimension, not less than 4 ins. Items with a size less than the minimum are admitted if they bear a rectangular address label of cardboard or strong paper of which the two adjacent sides measure together not less than 6¼ ins. and the smaller side is not less than 1½ ins.

Maximum Weight

22 lb.

SECOND SCHEDULE.

Maximum Postage :

Parcel (except an Air Mail parcel)

Seventy shillings for a parcel not exceeding 22 lb.

Air Mail parcel

Twenty shillings per ½ lb.

THIRD SCHEDULE.

Customs Clearance Fee :

On each parcel where the duty does not exceed 10s.

Outgoing Express Delivery Fee

EXPLANATORY NOTE.

This Warrant comes into operation on the 1st April, 1959. It provides for the following changes in postal fees :

9d. for £12 compensation; 3d. per £12 thereafter up to 9s. 0d. for £400.

11d. for £12 compensation; 2d. per £12 thereafter up to 6s. 5d. for £400.

Provision is made for a minimum size for parcels. There is increased provision for compensation in respect of uninsured parcels weighing over 2 lb. but not over 3 lb. The maximum postage is increased from 50s. to 70s. for a parcel sent by surface mail and from 15s. to 20s. per ½ lb. for an air mail parcel.
