OIREACHTAS (ALLOWANCES TO MEMBERS) REGULATIONS, 1963

OIREACHTAS (ALLOWANCES TO MEMBERS) REGULATIONS, 1963

I, SÉAMAS Ó RIAIN, Minister for Finance, in exercise of the powers conferred on me by section 3 of the Oireachtas (Allowances to Members) Act, 1962 (No. 32 of 1962), hereby make the following regulations :

1. These Regulations may be cited as the Oireachtas (Allowances to embers) Regulations, 1963.

2. The area all places in which are within 20 miles from the General Post Office, Dublin, is hereby declared to be for the purposes of the Oireachtas (Allowances to Members) Act, 1962, the Dublin area.

3. The facility of free telephone calls from Leinster House granted to a member of Dáil Éireann shall be subject to the following restrictions :

(a) where the membrship commences after the making of these Regulations, the facility shall not commence until the member first becomes, by compliance with the Standing Orders of Dáil Éireann, entitled, under those Standing Orders, to sit in Dáil Éireann as a member thereof ;

(b) no calls other than local calls shall be made.

4. The facility of free telephone calls from Leinster House granted to a member of Seanad Éireann shall be subject to the following restrictions :

(a) where the membership commences after the making of these Regulations, the facility shall not commence until the member first becomes, by compliance with the Standing Orders of Seanad Éireann entitled, under those Standing Orders, to sit in Seanad Éireann as a member thereof ;

(b) no calls other than local calls shall be made.

5. Free postal facilities arising out of his parliamentary duties granted to a member of Dáil Éireann or Seanad Éireann shall be subject to the following restrictions :

(a) where the membership commences after the making of these Regulations, the facilities shall not commence until the member first becomes, by compliance with the Standing Orders of the House of which he is a member, entitled, under the Standing Orders of that House, to sit in that House as a member thereof ;

(b) the facilities shall not be exercised save by means of envelopes which, on application made to him by the member concerned, shall be issued for the purposes of these Regulations by the Clerk of Dáil Éireann or the Clerk of Seanad Éireann (as may be appropriate) ;

(c) letters sent by means of such envelopes shall not be posted save by the Clerk of Dáil Éireann or the Clerk of Seanad Éireann (as may be appropriate) after having been delivered to him for posting.

EXPLANATORY NOTE

These regulations define " the Dublin area " for the purposes of the Oireachtas (Allowances to Members) Act, 1962 and indicate the restrictions imposed upon the telephone and postal facilities granted to a member of Dáil Éireann or Seanad Éireann by the Act.
