STATISTICS (CENSUS OF POPULATION) ORDER, 1971.

I, SEAN Ó LOINSIGH, Taoiseach, in pursuance of the powers conferred on me by sections 11 and 16 of the Statistics Act, 1926 (No. 12 of 1926), and the Statistics Acts, 1926 and 1946 (Transfer of Ministerial Functions) Order, 1949 ( S.I. No. 142 of 1949 ), hereby order as follows:

1. This Order may be cited as the Statistics (Census of Population) Order, 1971.

2. The Interpretation Act, 1937 (No. 38 of 1937), applies to this Order.

3. In this Order–

"the Act" means the Statistics Act, 1926 (No. 12 of 1926);

"the statistics" means the statistics specified in paragraph 4 of this Order.

4. Statistics shall be collected of the following subject–matter, nature and character, that is to say:

(a) Population;

(b) Names, sex and date of birth;

(c) Condition as to marriage, relationship to head of household;

(d) Usual residence and usual residence one year ago;

(e) Place of birth;

(f) Fertility of marriage;

(g) Religious belief;

(h) Knowledge of Irish language;

(i) Usual means of transport from residence to place of work or school and distance travelled;

(j) Principal occupation, employment status, employer and employer's business;

(k) Full–time education;

(l) Scientific or technological qualifications;

(m) Houses, other buildings and other dwellings, acreage and valuation of agricultural holdings;

(n) Private dwellings–nature of occupancy, rent and date of letting, year in which built, number of rooms, water supply, bath or shower, sanitary facilities, electricity supply, motor cars;

as of the night of Sunday, the 18th day of April, 1971, and the next following morning.

5. The following are the persons, or classes of persons, by whom returns are to be made, or information is to be given for the purpose of the statistics, that is to say:

(a) the head or other person acting as head of a private household;

(b) the person in charge of an institution, such as a hotel, club, guest house, hostel, boarding house, lodging house, boarding school, college, convent, monastery, barrack, prison, hospital, county home, nursing home, or other establishment of any kind;

(c) the master or other person in charge of a vessel in any harbour, port, bay, creek, lake, river, canal or elsewhere in waters within the jurisdiction of the State;

(d) individuals.

6. (1) Returns shall be made, information shall be given, and the statistics shall be collected according to the instructions contained in the forms set out in Part II of the Schedule to this Order.

(2) The collection of the statistics shall be carried out through the persons appointed under this Order to be officers of statistics, and persons so appointed shall be known as census enumerators.

(3) The collection of the statistics shall be completed not later than the 30th day of June, 1971.

7. (1) The Commissioner of the Garda Síochána may appoint such and so many persons (being members of the Garda Síochána) as he thinks fit to be officers of statistics for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their rank or in such other distinguishing manner as the said Commissioner thinks fit.

(2) There shall be supplied to every person appointed under this paragraph a certificate in writing signed by a Superintendent of the Garda Síochána, certifying that such person is acting as an officer of statistics for the purposes of this Order.

8. (1) The Minister for Posts and Telegraphs may appoint such and so many of his officers as he thinks fit to be officers of statistics for the purposes of this Order, and the appointment of persons under this paragraph may be made by their names or by the designation of their offices or in such other distinguishing manner as the said Minister thinks fit.

(2) The Taoiseach may appoint such and so many persons as he thinks fit to be officers of statistics for the purpose of this Order, and the appointment of persons under this paragraph may be made by their names or in such other distinguishing manner as the Taoiseach thinks fit.

(3) The appointment required by the Act to be supplied to a person appointed under this paragraph shall be in the form specified in Part I of the Schedule to this Order and shall be signed in accordance with the requirements of the Act.

9. The forms set out in Part II of the Schedule to this Order shall be used for the collection of the statistics.

10. The Officers of Statistics (Appointment) Order, 1926, shall not apply in relation to the appointment of persons to be officers of statistics for the purposes of this Order.

EXPLANATORY NOTE.

The purpose of this instrument is to enable a statutory Census of Population to be taken on 18th April, 1971, to define the scope of the Census and to prescribe the forms to be used and the persons, or classes of persons, who are required to furnish returns or give information for the purpose of the Census.

CENSUS OF POPULATION OF IRELAND, 1971.

A Census of Population is being taken on 18 April, 1971. Under the Statistics Acts, 1926 and 1946, and the Statistics (census of Population) Order, 1971, made thereunder, a return of all the particulars asked for on the accompanying Form A must be made by

( a ) The head, or other person acting as head, of a private household in respect of all persons forming part of the housejold for Census purposes (see notes relating to Question 1) and--except in the case of a household living in a mobile dwelling--in respect of the dwelling or part of dwelling occupied.

Any one person, or group of persons with common husekeepong, separately occupying all or part of a private jhouse, flat, apartment or other private habitation of any kind is regarded as a private household for Census pruposes. Persons staying temporarily with the household are included.

( b ) The person in charge of a hotel, club, guest house, hostel. boarding house, lodging house, boarding school, college, convent, monastery, barrack, prison, hospital, county home, nursing home or other institution in respect of all persons who are to be included as occupants of the establishment for Census purposes (see notes relating to Question 1).

( c ) The Master or other person in charge of a vessel in waters within the jurisdiction of Ireland, in respect of persons who were aboard the vessel at midnight on the night of Sunday, 18 April, 1971, not having been enumerated elsewhere.

The Forms A are bing distributed by the official Census Enumerators. In order to ensure the complete coverage of the inquiry, the Census Enumerator must ascertain the identity of every person in the area allocated to him who should make a return on Form A and any person of whom he requests information which he reasonably requires for this purpose must comply with such request. Census Enumerators will carry evidence of idetification.

Except in the circumstances referred to in the next paragraph, the completed Census Form A should be kept for collection by the Census Enumerator who will call for it as soon as possible after Census date. In order that he may not be delayed, it should be completed and ready for collection on the morning of Monday, 19 April, 1971. If the answers are incomplete or apparently inaccurate, the Enumerator has the duty to ask any questions necessary to enable him to ensure the correct completeion of the form and every person so questioned by him must give him such information as he may reasonably require for that purpose.

If a family is going on holdays, moving to a new address, or leaving the residence unoccupied for any other reason after Census date and before the Census Enumerator calls to collect the completed form, the form should be sent by post to "The Director, Central Statistics Office, Census of Population Division, Griffith Barracks, Dublin 8". Postage need not be prepaid.

If a person whose duty it is to make a return or give information necessary for the completion of a return refuses to do so, or wilfully gives false infromation, or uses otherwise than for the purpose of making the return any information given for that purpose, he or she will be liable to the penalties prescribed in the Statistics Act, 1926 .

Particulars given on the Census form will be treated as strictly confidential. If any person employed on the Census improperly discloses any information provieded, he or she is liable to prosecution.

The following Notes have been prepared for the guidance of persons who are required to complete Form A.

NOTES ON COMPLETING FORM A

Question 1--Name and surname.

(i) Include every person, whether a member of the family, visitor, boarder, employee or other occupant, who passes the night of Sunday 18 April 1971, in the dwelling of the household or institution or who arrives in the dwelling or institution on the morning of Monday 19 Aprul 1971, not having been enumerated elsewhere.

(ii) Persons normally resident in the dwelling or instituiton but absent on the night of Sunday, 18 April 1971, should not be included.

(iii) Babies born after midnight on 18 April, 1971, shold not be included. If a baby, born before midnight on 18 April, 1971, has not yet been given a name, it will be sufficient to write "baby".

Question3--Relationship to head of household.

(i) Anyone whose ususal residence is elsewhere should be sescrbed as "visitor" whethere ralted to the head of the houshold or not.

(ii) For persons in hotels, write "employee" or "guest" as appropriate.

(iii) For persons in hospitals or other institutions, write "employee", "patient" or "inmate" as appropriate.

Questions 4 and 5--Usual residence now and one year ago.

(i) If an address in Ireland is being given, make sure that the county of resedence is stated. If the address is in a town, the name of the town shoudl be given and if it is in a rural area, the townland name should be given.

(ii) If the address is outside Ireland, state the country of usual residence.

(iii) For school children, students, etc., who are away from home during term-time, the home address and not the term-time address should be regarded as the usual residence.

(iv) For persons, temporarily in hospitals and other similar institution,s give the home address.

(v) For persons with no settled address, write "none".

Question 6--Place of birth.

(i) If born in any part of Ireland, give the name of the county of birth. If born in hospital, give the county of ususal residence of mother at time of virth, not the location of the hospital.

(ii) If born outside Ireland, whether now resident in or visiting Ireland, state country of birth.

Question 12--Ability to speak the Irish language.

This question should be answered for persons aged three years and over.

Leave blank for children under three years of age.

(i) Write"Irish only" for persons who can speak only Irish. Write "Irish and English" for those who can speak Irish and English.

(ii) For persons who can read but cannot speak Irish, write "Read but cannot speak Irish".

(iii) Do not write anything opposite names of persons who cna neither read nor speak Irish.

Question 13--Transport to place of work or school.

This question should be answered in respect of any person who is at present working for payment or profit or who is attending school, college, etc., full-time. Leave blank for other persons (e.g. those engaged in home duties, persons retired from gainful occupations, children not yet at school, etc.).

Please note that (a) of this question relates only to the ususal principal means of transport used in travelling to work or school and (b) relates to the total distance from residence to place of work or school.

(i) If the person regularly uses some means of transport to a fixed place of work or to school, the principal means of transport (e.g. bus, train, motor car, motor cycle, bicycle, lorry, van, etc.) should be stated at (a) and the total distance from residence to place of work or school (to the nearest mile) should be entered at (b).

(ii) If the person walks to work or school, write "none" at (a).

(iii) If the person uses more than one means of transport to work or school, give only the means by which the longest distance is travelled.

(iv) If the person uses different means of transport on different days, give the means used most often.

(v) For persons working mainly at home (e.g. farmers, shopkeepers living on premises, staff living in, etc.), write "none" at (a).

(vi) For persons working daily from a fixed depot, such as certain transport workers, give the means of transport and the total distance from residence to this depot.

(vii) For persons with no regular place of work such as sales representatives, transport inspectors, certain building workers and other who do not work at or from a fixed address or depot, write "none" at (a).

(viii) For school children, etc., in residential schools and colleges write "none" at (a).

Question 14--Principal occupation.

Please note that this question must be answered for every person aged 14 years or over.

(i) Describe the occupation fully and precisely, using any special name by which the job is known and stating the type of work don. General terms such as "Machinist", "technician", "Labourer", "Engineer", "fitter", "Foreman", "Checker", "mechanic" should not be usedby themselves, but greater detail should be given as, for example, "Hosiery machine operator", or "Wood-working machinist", "Sound technician" or "Laboratory technician", "Dock labourer" or "Builder's labourer", "Civil Engineer" or "Electrical engineer", "Gas fitter" or "Electrical fitter", "Garage foreman" or "Site foreman", "Ticket checker" or "Goods checker", "Radio mechanic" or "Motor mechanic", etc.

(ii) If a person has more than one occupation, the principal occupation only--that is the occupation by which the living is mainly earned--should be stated.

(iii) For civil servants and local government employees, the grade should be stated and for Army or Garda personnel, the rank should be stated.

(iv) For teachers, the branch of teaching should be stated e.g. "Primary teacher" "Vocational teacher", "Music teacher", etc.

(v) For members of religious orders who are engaged in teaching or other service a full description should be given such as "Christian Brother, primary teacher", "Nun, general hospital nurse", etc.

(vi) For persons not working for pay or profit enter, as appropriate, "home duties", "at school" (indicating faculty), "not yet at work", "retired", etc.

Question 16--Employer and employer's business.

(i) If the person has more that one job, particulars should be given only in respect of the job by which the living is mainly earned, i.e. they should be consistent with the reply to Question 14.

(ii) The nature of business should be described fully, indicating the type of goods made or dealt with. Descriptions such as the following are insufficient by themselves:- "Factory", "Manufacturer", "Dealer", "Merchant", "Agent". Greater detail should be given as, for example, "Shirt factory", "Shoe manufacturer", "Cattle dealer", "Wholesale tea merchant" "Import agent (textiles), etc.

Question 17--Full-time education received.

The questions in this section shold be completd for each peerson aged 14 years or over who is no longer receiving full-time education. No entry should be made in respect of part-time education received. Donot complete for persons still receiving full-time education.

(i) In the first column provided enter the age at which each such person ceased full-time education.

(ii) In each of the other columns state the number of years spent in full-time attendance at the type of school or college shown. Enter "none" where this type of school, etc., was not attended full-time.

(iii) Secondary school includes the secondary top of a primary school.

(iv) Vocational, technical or commercial includes school of commerce, secretarial college, school of domestic science, agricultural school.

(v) University or higher technical includes the constituent colleges of the National University of Ireland, Dublin University, Maynooth College, College of Surgeons, National College of Art, college of advanced technology, teacher's training college, military training college, major religious seminary, agricultural college, veterinary college.

Question 18--Scientific or technological qualifications.

This question should be answered for persons who hold one or more qualifications of the type listed below in a branch of science or technology, including agricultural and medical science but excluding the social sciences, economics, geography, domestic science and nursing.
