I, Mary Coughlan, Minister for Agriculture and Food, in exercise of the powers conferred on me by section 3 of the European Communities Act 1972 (No. 27 of 1972) and for the purpose of giving further effect to Council Directive 93/85/EEC of 4 October 19931 , hereby make the following Regulations: 1. These Regulations may be cited as the European Communities (Potato Ring Rot) (Amendment) Regulations 2006. 2. The European Communities (Potato Ring Rot) Regulations 1993 ( S.I. No. 346 of 1993 ) are amended- |

(a) by inserting the following Regulation after Regulation 5- |
||||||
-�5A. (1)The Minister may, by instrument in writing, appoint such and so many persons as he or she thinks fit to be an inspector for the purposes of some or all of these Regulations as may be specified in the instrument. |
||||||
(2) An inspector shall be furnished with a warrant of his or her appointment as an inspector and when exercising any powers conferred on him or her by these Regulations shall, if requested by any person affected, produce the warrant to that person.-�, and |

(b) by substituting for Regulation 17 the following- |

-�17. A person who fails to comply with Regulations 4, 5 or 15, or who fails to comply with a notice or a direction served under these Regulations or who interferes with or impedes an inspector in the execution of his or her duties under these Regulations commits an offence and is liable on summary conviction to a fine not exceeding €3,000 or up to six months imprisonment or both.-�. |
