S.I. No. 573/2022 - Private Security (Security Guard Temporary Licence) Regulations 2022


Notice of the making of this Statutory Instrument was published in

“Iris Oifigiúil” of 18th November, 2022.

The Private Security Authority, in exercise of the powers conferred on it by section 51 (as amended by the Civil Law (Miscellaneous Provisions) Act 2011(No. 23 of 2011)) of the Private Security Services Act 2004 (No. 12 of 2004), with the consent of the Minister of Justice, hereby makes the following regulations:

1. These Regulations may be cited as the Private Security (Security Guard Temporary Licence) Regulations 2022.

2. These Regulations come into operation on the 1st day of November 2022.

3. In these Regulations –

“Act” means the Private Security Services Act 2004 as amended by the Civil Law (Miscellaneous Provisions) Act 2011 and the Private Security Services (Amendment) Act 2021 ;

“licence” means a licence issued under Section 27A of the Act;

“security guard temporary licence” means a person who for remuneration as a security guard, guards or patrols or provides any other protective services in relation to any premises or any other place where a public or private event or function is taking place or about to take place and includes a person who for those purposes controls, supervises, regulates, restricts or directs the movements of persons, whether in vehicles or otherwise;

4. An applicant shall pay a fee of €30 in respect of each licence issued.

5. PSA Training Requirements for Temporary Licences (PSA 49:2020) is prescribed as the training to be completed by an applicant for a licence.

The Minister for Justice consents to the making of the foregoing Regulations.
