MINERAL DEVELOPMENT ACT (NORTHERN IRELAND) 1969 - SECT 15

15. The Ministry may, subject to any rights conferred by any lease or licence
granted by the Ministry, work any mines and minerals vested in the Ministry
and may dispose of any minerals so worked by sale or otherwise.
