TELEGRAPH (ARBITRATION) ACT 1909 - SECT 1 



1. Any difference between the [Post Office] and any body or person under the
Telegraph Acts, 1863 to 1908, or under any licence or agreement relating to
telegraphs (including telephones), shall, if the parties to such difference
... agree, to such reference, be referred to the Railway and Canal Commission,
and that Commission shall determine the same.
