The Scottish Ministers make the following Regulations in exercise of the powers conferred by sections 11, 12 and 16(2) of the Local Governance (Scotland) Act 2004(1) and all other powers enabling them to do so.
1. These Regulations may be cited as the Local Governance (Scotland) Act 2004 (Remuneration and Severance Payments) Amendment Regulations 2015 and come into force on 1st April 2015.
2.-(1) The Local Governance (Scotland) Act 2004 (Remuneration) Regulations 2007(2) are amended as follows.
(2) For the table in regulation 6(2) (remuneration of the Leader of the Council) substitute-
"(a) Band A – £27,878; |
(b) Band B – £33,454; |
(c) Band C – £39,028; |
(d) Band D – £50,180.". |
(3) For the table in regulation 7(2) (remuneration of the Civic Head) substitute-
"(a) Band A – £20,909; |
(b) Band B – £25,090; |
(c) Band C – £29,272; |
(d) Band D – £37,635.". |
(4) For regulation 10 (Councillors' remuneration) substitute-
10. Each local authority shall pay remuneration to each of its Councillors of a total yearly amount of £16,726.".
(5) In regulation 12 (joint boards)-
(a)in paragraph (8) for "for the year ending 31st March 2014 of £20,497 and, from 1st April 2014, of £20,702" substitute "of £20,909"; and
(b)in paragraph (9) for "for the year ending 31st March 2014 of £19,472 and, from 1st April 2014, of £19,667" substitute "of £19,864".
3. The Local Governance (Scotland) Act 2004 (Severance Payments) Regulations 2006(3) are revoked.

These Regulations amend the Local Governance (Scotland) Act 2004 (Remuneration) Regulations 2007. They substitute increased annual amounts for different categories of local authority remuneration to their members. These changes are effective from 1st April 2015.
Regulation 2(2) makes provision for Council Leaders' remuneration.
Regulation 2(3) provides new maximum levels for remuneration of Civic Heads. It is for each local authority to determine whether and to what extent such remuneration should be paid.
Regulation 2(4) sets new levels for Councillors' remuneration.
Regulation 2(5) sets new levels of remuneration for councillors who perform the role of convener or vice convener of a joint board.
Regulation 3 revokes the Local Governance (Scotland) Act 2004 (Severance Payments) Regulations 2006.
