The complainant requested information about the use of council tax funds in the area of household waste and the use of plastic cups within the council premises. It was alleged that information was withheld and that the requests were not responded to within 20 working days. Although the Commissioner is satisfied that the response was outside the statutory time limit but that all relevant information held by council was provided, the response was outside the statutory limit. The Decision Notice therefore does not identify any steps. The Information Tribunal has ruled on this decision and has upheld this appeal.
