Leicester City Council (Decision Notice) [2006] UKICO FS50069116 (12 July 2006)

Summary: The complainant requested a copy of the standard contract for stall holders at Beaumont Leys Market, and contact details relating to a particular trader. The council responded offering to send the contract, but stating that the contact details were exempt under section 40 of the Act (personal data). The Commissioner has investigated the case and decided that, while the council's section 40 was correct, the refusal notice did not provide details of any internal review or complaints procedures and so did not meet the requirements of section 17 of the Act.
