The council responded offering to send the contract, but stating that the contact details were exempt under section 40 of the Act (personal data). The Commissioner has investigated the case and decided that, while the council's section 40 was correct, the refusal notice did not provide details of any internal review or complaints procedures and so did not meet the requirements of section 17 of the Act.
