Summary: The complainant requested historical information concerning the schedules of foot patrol beat officers during the hours of darkness for the period 1 September 2004 to 31 March 2005. DCC refused to supply the information on the basis it was exempt under section 31 as to release the information would or would be likely to prejudice the prevention or detection of crime. Having considered the information in question (or that which most similarly matched it), the Commissioner is not satisfied that its disclosure would or would be likely to cause the alleged prejudice and has therefore concluded that section 31 does not apply.
