Summary: The complainant made a series of requests to Ofcom regarding the number of complaints received from viewers/listeners that were deemed not to have broken any broadcasting code and which on review, were subsequently overturned. Ofcom refused the request on cost grounds under section 12 of the Freedom of Information Act 2000 (-the Act-). The Commissioner finds that section 12(1) has been applied correctly. He has also recorded a number of procedural breaches.
