Summary: The complainant made requests for information, including correspondence, related to the work carried out for an external organisation by a lecturer employed by the public authority. The public authority contended that the lecturer-™s involvement with the organisation was in a purely personal capacity and not as its employee. The Commissioner has decided that the public authority does not hold the information relevant to the requests under section 1(1)(a) of the Act as under section 3(2)(a) the information is held on behalf of another person.
