Summary: The complainant requested a paper submitted to Ofgem-™s governing body, the Authority, which concerned an electricity distribution price control review. Ofgem refused to provide this information on the basis that it was exempt from disclosure under section 35(1)(a) of the Act and the public interest favoured maintaining the exemption. Having considered the circumstances of this case the Commissioner agrees with Ofgem-™s decision to withhold the requested paper.
