Summary: The complainant requested details of the effort undertaken to establish the existence or otherwise of a report. This followed an earlier request to the Metropolitan Police Service (MPS) for the report itself to which the MPS had responded that it did not hold it. The MPS responded citing a refusal under section 14(1) of the Act (vexatious request). The Commissioner, on balance, considers that the public authority was entitled to refuse the request under section 14(1).
