Summary: The complainant requested copies of correspondence between Lancashire County Council and Lancashire Fire and Rescue Service about the drafting and amending of consent forms relating to the disclosure of personal data under the Data Protection Act. The public authority refused the request as vexatious, under the provisions of section 14(1) of the Freedom of Information Act. The Commissioner finds that section 14(1) was correctly applied by the public authority and he requires no action to be taken. Information Tribunal appeal number EA/2011/0085 dismissed.
