Summary: The complainant believed that his Council tenancy included a parking space on the road outside his house and requested information about the legal status of the roadside adjacent to the property. The Council had previously provided copies of correspondence, plans and legal agreements which showed that the land had been designated as public highway since the estate-™s construction. The complainant did not consider that these documents proved that the road was a public highway. The Commissioner concluded that the Council did not hold any further information covered by the request.
