Summary: The complainant requested a copy of a letter he believed the Council had been sent by another council, containing information about the qualifications of a former senior council employee. The Council stated that it did not hold the requested information. Having considered information supplied by both parties, the Commissioner-™s investigation concluded that on the balance of probabilities the Council did not hold the information.
