Summary: The complainant requested all information held by the Office of Communications (-˜Ofcom-™) that relates to the change in responsibility for investigating transmission complaints after the duty was taken over by the BBC as a consequence of the termination of a contract between the corporation and the regulator. The Commissioner has identified a number of procedural shortcomings in the way that Ofcom handled the complainant-™s request. The Commissioner-™s decision is that Ofcom breached section 1(1), 10(1) and 17(1) of the FOIA. The Commissioner requires no remedial steps to be taken in this case.
