Summary: The complainant requested details of communications between the Home Office and the Policy Exchange think tank. The Home Office withheld some information within the scope of the request citing section 36(2)(b)(i) and (ii) (prejudice to effective conduct of public affairs). The Commissioner-™s decision is that the exemption is engaged and that the public interest in maintaining the exemption outweighs the public interest in favour of disclosing the information.
