Summary: The complainant has requested copies of reports regarding the implementation and delivery of the Universal Credit project. The Department for Work and Pensions (DWP) refused to provide the requested information under sections 36(b) and (c) (prejudice to the effective conduct of public affairs) of FOIA. The Commissioner considers that each of the sections cited are engaged and that, in all the circumstances, the public interest in maintaining each of the exemptions outweighs the public interest in disclosure. He does not therefore require the DWP to take any steps as a result of this notice.
