Summary: The complainant requested information about the governance of a primary school. Islington Council (the Council) refused the requests as vexatious, citing section 14 of FOIA (vexatious request). The Commissioner-™s decision is that the Council incorrectly relied on section 14(1) in this particular case. He requires the Council to issue a fresh response to the request which does not rely on section 14(1).
