Essex County Council (the council) refused to provide the information relying on section 14(1) of the FOIA, as it deemed the request to be vexatious. The Commissioner-™s decision is that the council has correctly relied on section 14(1) of the FOIA. The Commissioner does not require the council to take any steps.
