Summary: The complainant has asked how many people that have been banned from two different libraries between specific years. Essex County Council (the council) refused to provide the information relying on section 14(1) of the FOIA, as it deemed the request to be vexatious. The Commissioner-™s decision is that the council has correctly relied on section 14(1) of the FOIA. The Commissioner does not require the council to take any steps.
