The complainant has requested draft v4 (or a later draft) of a specific risk assessment report. Acting on behalf of the public authority, the Ministry of Defence (“MOD”) relied on regulations 12 (4) (d) (unfinished documents) and 12(5)(a) (international relations, defence, national security & public safety) not to communicate the requested information to him. The Commissioner’s decision is that the MOD correctly relied on regulation 12(5)(a) to withhold requested information. Information Tribunal appeal EA/2014/0224 dismissed.
