Summary: The complainants requested information concerning the provision of legal advice about the composition of the Academic Board at the Royal Holloway University of London (-RHUL-). RHUL refused the request under section 14(1) and 14(2) of the FOIA. The complainants do not accept the application of section 14. They also argue that RHUL has not provided a valid refusal notice as it does not provide particulars of any internal review procedure or confirm that such a procedure does not exist. The Commissioner-s decision is that RHUL is correct to apply section 14(1) of the FOIA to the request and is entitled to refuse to conduct an internal review. No steps are required.
