Summary: The complainant has requested the name of the officer/s who authorised the detention of David Miranda at Heathrow Airport. The Metropolitan Police Service (the -MPS-) refused to provide the information citing sections 23(5)(security services), 24(1) (national security), 30(1) (investigations and proceedings) and 40(2) (personal information). The Commissioner-s decision is that the MPS was entitled to rely on section 40(2); he does not require any steps.
