The complainant requested copies of five research papers produced by the Development, Concepts and Doctrine Centre in connection with the 2015 Strategic Defence and Security Review. The Commissioner’s decision is that the public authority was entitled to withhold the research papers on the basis of the exemption at section 35(1)(a) FOIA. The Commissioner does not require the public authority to take any steps.
