The complainant has requested information contained in communications between the China Railways Group Limited and Birmingham City Council which concern HS2-related infrastructure projects. The Commissioner’s decision is that Birmingham City Council is entitled to withhold the information it holds which is relevant to the complainant’s request in reliance on Regulation 12(5)(e) of the EIR. The Commissioner requires the public authority to take no further action in this matter.
