The complainant submitted a request to the Ministry of Defence (MOD) seeking a copy of its ‘Service Justice Risk Assessment Matrix’. The MOD refused to disclose the information relying on sections 36(2)(b)(i) and (ii) of FOIA (the effective conduct of public affairs). The Commissioner has concluded that the exemptions are engaged and that the public interest favours maintaining the exemptions.
