The complainant has requested copies of marriage notices. Leeds City Council (the council) refused the request relying on section 21 of the FOIA, as it determined that the information is reasonably accessible to the applicant by other means. The Commissioner’s decision is that the council is able to rely on section 21 of the FOIA to refuse the request. The Commissioner does not require the council to take any steps.
