The Commissioner’s decision is that the complainant’s request about the Blakelands planning application can be categorised as manifestly unreasonable under regulation 12(4)(b) of the EIR. In relation to the timeliness of its responses, Milton Keynes City Council (MKCC) breached regulations 5(2), 14(2) and 11(4). It is not necessary for MKCC to take any steps.
