The complainant made a four-part request, each of which contained multiple sub-parts, for information relating to chapter 20 of the book titled “Exact Solutions in Three-Dimensional Gravity” (the Book) by A.A Garcia-Diaz. Cambridge University Press & Assessment (Cambridge) refused to comply with the request, citing section 14(1) of FOIA (vexatious request). The Commissioner’s decision is that Cambridge was entitled to rely on section 14(1) of FOIA to refuse the request because the request was vexatious. The Commissioner does not require further steps to be taken. Information Tribunal appeal EA/2023/0213 under appeal.
