Liverpool University Hospitals NHS Foundation Trust

The complainant has requested information relating to the construction of a new hospital and the collapse of Carillion. The Trust refused to comply with the request, citing regulation 12(4)(b) (manifestly unreasonable) of the EIR. The Commissioner’s decision is that the Trust was entitled to refuse the request under regulation 12(4)(b). The Commissioner does not require the public authority to take any steps.
