Carmarthenshire County Council

The complainant submitted a request to Carmarthenshire County Council (the Council) for information relating to road closures in regard to a hunt meet. The Commissioner’s decision is that the Council was correct to withhold the information under section 40(2) of FOIA. However, in failing to issue an appropriate refusal notice confirming the exemption, within the statutory timescale, the Commissioner has determined that the Council has breached section 17(1) of FOIA. The Commissioner does not require further steps as a result of this decision notice.
