The complainant requested a full copy of a report relating to Exercise Nimbus (the report). The Cabinet Office refused to disclose the report, citing section 35(1)(b) (the exemption for ministerial communications) as its basis for doing so. The Commissioner’s decision is that section 35(1)(b) is engaged and that the public interest favours maintaining the exemption. The Commissioner does not require any further steps as a result of this decision notice.
