The complainant submitted request to the Cabinet Office for file PREM 19/3917, “ROYAL FAMILY. Marriage and separation of Prince Andrew”. The Cabinet Office withheld the file on the basis of the exemptions contained at sections 23(1) (security bodies), 37(1)(a) (communications with the Sovereign), 40(2) (personal data) and section 41(1) (information provided in confidence). The Commissioner’s decision is that these exemptions only provide a basis to withhold some of the information contained in the file. The Commissioner therefore requires the Cabinet Office to disclose the information he has identified in the confidential annex.
