Armagh City Banbridge and Craigavon Borough Council (the council) disclosed some of the information but withheld the remainder citing regulation 12(4)(d) (material in the course of completion) and regulation 12(3) (personal information) of the EIR as its basis for doing so. The Commissioner’s decision is that the council was correct to rely on regulation 12(4)(d) and regulations 12(3) of the EIR. The Commissioner does not require further steps.
