The applicants, in resisting this pointed out that the TM 9 had not been properly completed in certain respects. The Hearing Officer, however, stated that certain parts of the form are for administrative convenience only; they are not statutory requirements. In the event the Hearing Officer agreed on extension of time of two weeks.
