The Motorways Traffic (Speed Limit) Regulations 1974

The Secretary of State for the Environment (so far as relating to motorways in England), the Secretary of State for Scotland (so far as relating to motorways in Scotland) and the Secretary of State for Wales (so far as relating to motorways in Wales), in exercise respectively of their powers under section 13 of the Road Traffic Regulation Act 1967 and of all other enabling powers and after consultation with representative organisations in accordance with the provisions of section 107(2) of that Act, hereby make the following Regulations:-

1. These Regulations shall come into operation on 29th March 1974 and may be cited as the Motorways Traffic (Speed Limit) Regulations 1974.

2.-(1) In these Regulations, the expression "motorway" -

(a)so far as relating to motorways in England and Wales, has the meaning assigned to it in the Motorways Traffic Regulations 1959(1); and

(b)so far as relating to motorways in Scotland, has the meaning assigned to it in the Motorways Traffic (Scotland) Regulations 1964(2).

(2) The Interpretation Act 1889 shall apply for the interpretation of these Regulations as it applies for the interpretation of an Act of Parliament, and as if for the purposes of section 38 of that Act these Regulations were an Act of Parliament and the Regulations revoked by Regulation 6 below were an Act of Parliament thereby repealed.

3. No person shall drive a motor vehicle on a motorway at a speed exceeding 70 miles per hour:

Provided that this Regulation shall not apply to the driving of a motor vehicle-

(a)on any of the lengths of motorway referred to in Regulation 4 or 5 below; or

(b)on any other length of motorway on which there is for the time being a restriction imposed under section 13 of the said Act of 1967 on the driving of a motor vehicle in excess of a maximum speed which is less than 70 miles per hour.

4. No person shall drive a motor vehicle at a speed exceeding 60 miles per hour on any of the lengths of motorway specified in Schedule 1 to these Regulations.

5. No person shall drive a motor vehicle at a speed exceeding 50 miles per hour on any of the lengths of motorway specified in Schedule 2 to these Regulations.

6. The Motorways Traffic (Speed Limit) Regulations 1973(3) are hereby revoked.

SCHEDULE 1 (60 m.p.h. speed limit)

LENGTHS OF MOTORWAY COMPRISING PART OF THE BLACKWALL TUNNEL SOUTHERN APPROACH ROAD (A102(M)), IN THE LONDON BOROUGH OF GREENWICH

1. That length of the eastern carriageway of the Blackwall Tunnel Southern Approach Road which extends from its junction with Dreadnought Street in a general southerly direction to a point 30 yards north of its junction with Westbrook Road, a distance of 3130 yards.

2. That length of the western carriageway of the Blackwall Tunnel Southern Approach Road which extends from a point 10 yards south of its junction with Westbrook Road in a general northerly direction to its junction with the slip road from Blackwall Lane, a distance of 2950 yards.

LENGTHS OF MOTORWAY BEING SLIP ROADS COMPRISING PART OF THE BLACKWALL TUNNEL SOUTHERN APPROACH ROAD (A102(M)) IN THE LONDON BOROUGH OF GREENWICH

3. That length of motorway slip road which extends from its junction with Dreadnought Street to its junction with the eastern carriageway of the Blackwall Tunnel Southern Approach Road, a distance of 32 yards.

4. That length of motorway slip road which extends from its junction with the eastern carriageway of the Blackwall Tunnel Southern Approach Road to its junction with Horn Lane, a distance of 203 yards.

5. That length of motorway slip road which extends from its junction with Horn Lane to its junction with the western carriageway of the Blackwall Tunnel Southern Approach Road, a distance of 215 yards.

6. That length of motorway slip road which extends from its junction with Woolwich Road to its junction with the eastern carriageway of the Blackwall Tunnel Southern Approach Road, a distance of 155 yards.

7. That length of motorway slip road which extends from its junction with the western carriageway of the Blackwall Tunnel Southern Approach Road to its junction with Woolwich Road, a distance of 167 yards.

8. That length of motorway slip road which extends from its junction with the eastern carriageway of the Blackwall Tunnel Southern Approach Road to its junction with Shooter's Hill Roundabout, a distance of 240 yards.

9. That length of motorway slip road which extends from its junction with Shooter's Hill Roundabout to its junction with the western carriageway of the Blackwall Tunnel Southern Approach Road, a distance of 238 yards.

SCHEDULE 2 (50 m.p.h. speed limit)

LENGTH OF MOTORWAY KNOWN AS MANCUNIAN WAY A57(M)

1. That length of motorway known as Mancunian Way A57(M) in the City and County Borough of Manchester which extends from its junction with Chester Road Roundabout in a general north easterly direction to its junction with Downing Street Roundabout, a distance of approximately 2010 yards.

LENGTHS OF MOTORWAY COMPRISING PART OF THE LONDON-SOUTH WALES MOTORWAY (M4) IN THE LONDON BOROUGH OF HOUNSLOW

2. That length of motorway which extends from its junction with the London-Bristol Trunk Road (A4) at Chiswick to the centre of the bridge carrying the Piccadilly Line of the London Transport Executive over the motorway, a distance of 2 miles 587 yards.

3. That length of motorway slip road which extends from its junction with the northern carriageway of the M4 Motorway to its junction with the London-Bristol Trunk Road (A4) at a point adjacent to Clayponds Avenue, a distance of 392 yards.

4. That length of motorway slip road which extends from its junction with the northern carriageway of the M4 Motorway to its junction with the London-Bristol Trunk Road (A4) at a point adjacent to Lionel Road, a distance of 373 yards.

5. That length of motorway slip road which extends from its junction with the southern carriageway of the M4 Motorway to its junction with the London-Bristol Trunk Road (A4) at a point adjacent to Clayponds Avenue, a distance of 304 yards.

6. That length of motorway slip road which extends from its junction with the southern carriageway of the M4 Motorway to its junction with the London-Bristol Trunk Road (A4) at a point adjacent to Lionel Road, a distance of 472 yards.

LENGTH OF MOTORWAY (M1) AT FIVEWAYS CORNER, HENDON

7. That length of motorway (M1) comprising the South-Western carriageway of the Fiveways Corner flyover, being a special road constructed by virtue of the Fiveways Corner, Hendon, Special Roads Scheme 1964, which extends from a point 296 yards north-west of its junction with the London-Edinburgh-Thurso Trunk Road (A1) north-westwards to its junction with the main north-western carriageway of the Hendon Urban Motorway (M1), a distance of 1,433 yards.

LENGTHS OF MOTORWAY AND SLIP ROADS COMPRISING PART OF THE ASTON EXPRESSWAY OF THE CITY AND COUNTY BOROUGH OF BIRMINGHAM

8. That length of motorway known as the Aston Expressway A38(M) which extends from its junction with Mill Street to the junction with Gravelly Hill, a distance measured along the said length of motorway of approximately 4107 metres.

9. That length of motorway known as Tyburn Road Slip Road which extends from its junction with the northern carriageway of the Aston Expressway A38(M) to its junction with Tyburn Road, a distance measured along the said length of motorway of approximately 728 metres.

10. That length of motorway known as Park Circus Slip Road West which lies adjacent to and parallel with the western carriageway of the Aston Expressway A38(M) and which extends from its junction with Park Circus Roundabout in a north-easterly direction for a distance measured along the said length of motorway of 299 metres.

11. That length of motorway known as Park Circus Road East which lies adjacent to and parallel with the eastern carriageway of the Aston Expressway A38(M) and which extends from its junction with Park Circus Roundabout in a north-easterly direction for a distance measured along the said length of motorway of 345 metres.

12. That length of motorway known as Dartmouth Circus Slip Road West which lies adjacent to and parallel with the western carriageway of the Aston Expressway A38(M) and which extends from its junction with Dartmouth Circus Roundabout in a northerly direction for a distance measured along the said length of motorway of 345 metres.

13. That length of motorway known as Dartmouth Circus Slip Road East which lies adjacent to and parallel with the eastern carriageway of the Aston Expressway A38(M) and which extends from its junction with Dartmouth Circus Roundabout in a northerly direction for a distance measured along the said length of motorway of 250 metres.

LENGTHS OF MOTORWAY SLIP ROADS COMPRISING PART OF THE GRAVELLY HILL INTERCHANGE (A38(M)) IN THE CITY AND COUNTY BOROUGH OF BIRMINGHAM

14. That length of motorway slip road which extends from its junction with the northern carriageway of the Aston Expressway A38(M) in a general northerly direction for a distance measured along the said length of motorway slip road of 46 metres.

15. That length of motorway slip road which extends from its junction with the southern carriageway of the Aston Expressway A38(M) in a general easterly direction for a distance measures along the said length of motorway slip road of 175 metres.

LENGTHS OF MOTORWAY AND MOTORWAY SLIP ROADS COMPRISING PART OF THE LEEDS SOUTH EAST URBAN MOTORWAY IN THE CITY AND COUNTY BOROUGH OF LEEDS

16. That length of the western carriageway of the Leeds South East Urban Motorway which extends from a point 38 yards east of the centre line of the Belle Isle Road Bridge in a general northerly direction to its junction with the Dewsbury Road Exit Slip Road, a distance measured along the said length of motorway of approximately 2,264 yards.

17. That length of the eastern carriageway of the Leeds South East Urban Motorway which extends from its junction with the Dewsbury Road Entry Slip Road in a general southerly direction to a point 38 yards east of the centre line of the Belle Isle Road Bridge, a distance measured along the said length of motorway of approximately 2,530 yards.

18. That length of Dewsbury Road Entry Slip Road which extends from its junction with the eastern carriageway of the Leeds South East Urban Motorway in a northerly direction for a distance measured along the said length of motorway slip road of 229 yards.

19. That length of Dewsbury Road Exit Slip Road which extends from its junction with the western carriageway of the Leeds South East Urban Motorway in a north-westerly direction for a distance measured along the said length of motorway slip road of 118 yards.

20. That length of Hunslet Distributor Connection Slip Road which extends from its junction with the eastern carriageway of the Leeds South East Urban Motorway in a south-easterly direction for a distance measured along the said length of motorway slip road of 147 yards.

21. That length of Hunslet Distributor Interchange Exit Slip Road which extends from its junction with the western carriageway of the Leeds South East Urban Motorway in a general north-westerly and then north-easterly direction for a distance measured along the said length of motorway slip road of 500 yards.

22. That length of Hunslet Distributor Interchange Entry Slip Road which extends from its junction with the western carriageway of the Leeds South East Urban Motorway in a southerly direction for a distance measured along the said length of motorway slip road of 174 yards.

23. That length of Tunstall Road Interchange Slip Road which extends from its junction with the western carriageway of the Leeds South East Urban Motorway in a northerly direction for a distance measured along the said length of motorway slip road of 177 yards.

24. That length of Tunstall Road Roundabout Slip Road which extends from its junction with the eastern carriageway of the Leeds South East Urban Motorway in a north-easterly direction for a distance measured along the said length of motorway slip road of 320 yards.

25. That length of Belle Isle Road Interchange Exit Slip Road which extends from its junction with the north-eastern carriageway of the Leeds South East Urban Motorway in an easterly direction for a distance measured along the said length of motorway slip road of 232 yards.

26. That length of Belle Isle Road Interchange Entry Slip Road which extends from its junction with the south-western carriageway of the Leeds South East Urban Motorway in an easterly direction for a distance measured along the said length of motorway slip road of 233 yards.

LENGTHS OF MOTORWAY KNOWN AS THE GLASGOW INNER RING ROAD

27. On the main westbound and southbound carriageway of the Glasgow Inner Ring Road from a point 165 yards or thereby east of the centre line of Castle Street to its junction with the connecting road to Carnoustie Street.

28. On the main northbound and eastbound carriageway of the Glasgow Inner Ring Road from a point 180 yards south of its junction with the connecting road from Houston Street to a point 165 yards or thereby east of the centre line of Castle Street.

29. On the connecting road from a point 33 yards or thereby east of its junction with Dobbies Loan, extending in an easterly direction for a distance of 300 yards or thereby.

30. On the connecting road from a point 150 yards or thereby north of the junction of Tyndrum Street and Dobbies Loan extending in an easterly direction for a distance of 240 yards or thereby.

31. On the connecting road from a point on the north side of Kennedy Street, 143 yards or thereby west of the centre line of Castle Street, extending in a north-westerly direction for a distance of 326 yards or thereby.

32. On the connecting road from a point at its junction with West Graham Street extending in an easterly direction for a distance of 133 yards or thereby.

33. On the connecting road from a point at its junction with Great Western Road, 48 yards or thereby east of the junction of West Princes Street and St. George's Road, extending in an easterly direction for a distance of 250 yards or thereby.

34. On the connecting road from a point 27 yards or thereby east and south of its junction with St. George's Road extending in a south-westerly direction for a distance of 120 yards or thereby.

35. On the connecting road from its junction with Great Western Road 27 yards or thereby north-east of the junction of West Princes Street and St. George's Road, extending in a south-westerly direction for a distance of 450 yards or thereby.

36. On the connecting road 20 yards or thereby south-east of the junction of Woodlands Road and St. George's Road, extending in a north-easterly direction for a distance of 160 yards or thereby.

37. On the connecting road from a point 16 yards or thereby west of the centre line of the bridge carrying Great Western Road over the motorway extending in a south-westerly direction for a distance of 70 yards or thereby.

38. On the connecting road from a point 77 yards or thereby east of the centre line of the bridge carrying Great Western Road over the motorway, extending in a westerly direction for a distance of 270 yards or thereby.

39. The connecting road from the junction with Bothwell Street to the junction with the main northbound through carriageway of the Glasgow Inner Ring Road, a distance of 525 yards or thereby.

40. The connecting road from the junction with North Street to its junction with the connecting road from Bothwell Street, a distance of 170 yards or thereby.

41. The connecting road from the junction with Waterloo Street to its junction with the main southbound through carriageway of the Glasgow Inner Ring Road, a distance of 363 yards or thereby.

42. The connecting road from the junction with the new road between Stobcross Street and Sauchiehall Street on the east side of the motorway to the junction with the connecting road from Waterloo Street, a distance of 70 yards or thereby.

43. The connecting road from the main southbound through carriageway of the Glasgow Inner Ring Road to its junction with the new road between Stobcross Street and Sauchiehall Street, a distance of 40 yards or thereby.

44. The connecting road from the junction with Stobcross Street at Hydepark Street to the junction with the main southbound through carriageway of the Glasgow Inner Ring Road, a distance of 510 yards or thereby.

EXPLANATORY NOTE

These Regulations re-impose a maximum speed limit of 70 miles per hour (in lieu of the 50 miles per hour speed limit imposed by the Regulations revoked by these Regulations) on the driving of motor vehicles on motorways, except on the lengths of motorway referred to in Regulations 4 and 5 (on which speed limits of 60 m.p.h. and 50 m.p.h. are respectively re-imposed by these Regulations) and except on other lengths of motorway which are for the time being subject to speed limits lower than 70 m.p.h.
