CONTROL OF FUEL AND ELECTRICITY
Made
23rd November 1976
The Secretary of State, in exercise of the powers conferred on him by section 23(2) of the Energy Act 1976 and of all other powers enabling him in that behalf, hereby orders as follows:-
1. This Order may be cited as the Energy Act 1976 (Commencement No. 1) Order 1976.
2. The Interpretation Act 1889 shall apply to the interpretation of this Order as it applies to the interpretation of an Act of Parliament.
3. The following provisions of the Energy Act 1976 shall come into operation on 30th November 1976:-
(a)sections 1 to 5 (permanent and reserve powers for energy conservation and control) and Schedule 1 (relaxations of road traffic and transport law permissible under section 4(2));
(b)section 6 (bulk stocks of petroleum, etc.);
(c)section 13 (restrictions on obligation to supply gas);
(d)sections 17 (orders and directions), 18 (administration, enforcement and offences), 19 (penalties), 20 (financial Provision), 21 (interpretation) and Schedule 2 (administration and other matters) so far as they relate to the provisions specified in paragraphs (a) to (c) above or provision made under them or to the implementation of obligations incumbent on the United Kingdom (except the obligations specified in Schedule 3 (Community obligations of which a breach is punishable under this Act) and other obligations implemented by provisions not brought into operation by this Order);
(e)section 22 and Schedule 4 (repeals and savings) so far as they relate to the repeal of the Fuel and Electricity (Control) Act 1973; and
(f)section 23 (citation, commencement and extent).

This Order brings into operation on 30th November 1976 those provisions of the Energy Act 1976 which supersede sections 1 to 8 of the Fuel and Electricity (Control) Act 1973 and provision made under them which expire on that date.
