The Secretary of State, in exercise of the powers conferred on him by section 1(2) of the Prevention of Oil Pollution Act 1971(1) and having regard, in so far as it relates to the prevention of pollution of the sea by oil, to the provisions of the Convention for the Prevention of Marine Pollution from Land-Based Sources (including its annexes) signed in Paris on 4th June 1974(2), which has been accepted by Her Majesty's Government in the United Kingdom, hereby makes the following Regulations:-

1. These Regulations may be cited as the Prevention of Oil Pollution Act 1971 (Application of section 1) Regulations 1984 and shall come into operation on 22nd November 1984.

2. Section 1 of the Prevention of Oil Pollution Act 1971 shall apply to any oil produced directly or indirectly from crude oil.

EXPLANATORY NOTE

These Regulations implement obligations on the United Kingdom arising under the Convention referred to in the preamble by applying section 1 of the Prevention of Oil Pollution Act 1971 to any oil produced directly or indirectly from crude oil, so as to make a discharge of that oil, or a mixture containing such oil, into the sea from a pipeline or (otherwise than from a ship) as a result of any operation for the exploration of the sea-bed and subsoil or the exploitation of their natural resources in an area for the time being designated under section 1 of the Continental Shelf Act 1964 (c. 29), an offence contrary to section 3 of the Act.
