The Secretary of State for Transport, with the consent of the Treasury, in exercise of the powers conferred by section 56(1) and (2) of the Finance Act 1973, and of all other enabling powers, hereby makes the following Regulations:-
1.-(1) These Regulations may be cited as the Passenger and Goods Vehicles (Recording Equipment) (Approval of fitters and workshops) (Fees) Regulations 1986 and shall come into operation on 30th January 1987.
(2) The Passenger and Goods Vehicles (Recording Equipment) (Approval of fitters and workshops) (Fees) Regulations 1977 and the Passenger and Goods Vehicles (Recording Equipment) (Approval of fitters and workshops) (Fees) (Amendment) Regulations 1985 are hereby revoked.
2. In these Regulations: "the Community Recording Equipment Regulation" means

The fees which the Secretary of State may require to be paid in connection with the approval of a fitter or workshop for the installation or repair of recording equipment in accordance with Article 12 of the Community Recording Equipment Regulation (which requires recording equipment to be installed and repaired by approved fitters or approved workshops) are-
(a)a fee of £200 on the issue of an approval, and
(b)a fee of £80 on the renewal of an approval.

The Regulations revoke and re-enact with amendments the Passenger and Goods Vehicles (Recording Equipment) (Approval of fitters and workshops) (Fees) Regulations 1977 and the Passenger and Goods Vehicles (Recording Equipment) (Approval of fitters and workshops) (Fees) (Amendment) Regulations 1985. The amendments are consequential on the repeal of Council Regulation (EEC) 1463/70 and its replacement by Council Regulation (EEC) No. 3821/85 on recording equipment in road transport.
These Regulations make provisions for the fees for the grant of approval of a fitter or workshop for recording equipment in accordance with Article 12 of Council Regulation (EEC) No. 3821/85. The fees are unchanged and are:-
(1) £200 on the issue of an approval, and
(2) £80 on the renewal of an approval.
