The Secretary of State, in exercise of the powers conferred on him by section 33(2) and (3) of the Petroleum and Submarine Pipe-lines Act 1975(1) and of all other powers enabling him in that behalf, and after giving those persons affected an opportunity of being heard with respect to the matter, hereby makes the following Order:-�
1. This Order may be cited as the Submarine Pipe-lines (Designated Owners) (No. 15) Order 1989 and shall come into force on 12th June 1989.
2. In this Order-�
"the Act" means the Petroleum and Submarine Pipe-lines Act 1975;
"the platform" means the offshore installation known as the Leman 49/27 BT platform, which is situated above the Leman Bank gas field east of the coast of Norfolk;
"the platform apparatus" means all the apparatus and works of a kind specified in paragraph (a), (aa), (b), (c), (d), (e) or (f) of section 33(1) of the Act(2) which are part of the 1970 Bacton pipe-line and attached to the platform;
"the riser" means that part of the 1970 Bacton pipe-line which connects the platform to that part of the 1970 Bacton pipe-line lying in, or in close proximity to, the sea-bed and extending outwards from the platform;
"the 1970 Bacton pipe-line" means so much of the 30 inch pipe-line, brought into use in 1970 and lying between the platform and the Amoco Terminal situated at Bacton in the county of Norfolk, as is a controlled pipe-line.
3. For the purposes of Part III of the Act, except section 33(2), the platform apparatus and the riser shall together be treated as a pipe-line and the remainder of the 1970 Bacton pipe-line shall be treated as a separate pipe-line.
4. For the purposes of Part III of the Act, the persons specified in Part I of the Schedule hereto are hereby designated as the owners of the platform apparatus and the riser and the persons specified in Part II of the Schedule are hereby designated as owners of the remainder of the 1970 Bacton pipe-line.

This Order designates owners of the pipe-line which lies between the Leman 49/27 BT platform, an offshore installation situated above the Leman Bank gasfield east of the coast of Norfolk, and the Amoco terminal at Bacton in Norfolk. The companies listed in Part I of the Schedule are designated as owners of the riser, apparatus and works which are all part of the pipe-line and are attached to the platform. The companies listed in Part II of the Schedule are designated as owners of those parts of the remainder of the pipe-line which are in controlled waters, that is, the territorial sea and areas designated under the Continental Shelf Act 1964 (c. 29).
Section 33(1) was amended by the Oil and Gas (Enterprise) Act 1982 (c. 23), section 25(1).
