The Lord Chancellor, in exercise of the powers conferred on him by section 4(2) and 104 of the Children Act 1989(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:
1.-(1) These Regulations may be cited as the Parental Responsibility Agreement Regulations 1991 and shall come into force on 14th October 1991.
(2) In these Regulations, "the Principal Registry" means the principal registry of the Family Division of the High Court.
2. A parental responsibility agreement shall be made in the form set out in the Schedule to these Regulations.
3.-(1) A parental responsibility agreement shall be recorded by the filing of the agreement, together with two copies, in the Principal Registry.
(2) Upon the filing of documents under paragraph (1), an officer of the Principal Registry shall seal the copies and send one to the child's mother and one to the child's father.
(3) The record of an agreement under paragraph (1) shall be made available, during office hours, for inspection by any person upon-
(a)written request to an officer of the Principal Registry, and
(b)payment of such fee as may be prescribed in an Order under section 41 of the Matrimonial and Family Proceedings Act 1984(2) (Fees in family proceedings).

These Regulations prescribe the form for, and manner of recording of, an agreement between the parents of a child that the father is to have parental responsibility for the child, within the meaning of section 3 of the Children Act 1989.
