The Electricity Supply (Amendment) Regulations 1992

The Secretary of State, in exercise of the powers conferred on him by sections 29 and 60 of the Electricity Act 1989(1), hereby makes the following Regulations:

Citation and commencement

1.-(1) These Regulations may be cited as the Electricity Supply (Amendment) Regulations 1992 and shall come into force on 1st January 1993.

(2) In these Regulations "the 1988 Regulations" means the Electricity Supply Regulations 1988(2).

Amendments to the Electricity Supply Regulations 1988

2. In regulation 3(1) of the 1988 Regulations (interpretation)-

(a)after the definition of "bonding conductor" there shall be inserted the following definition-

""British Standard Requirements" means the British Standard, Require ments for Electrical Installations BS 7671: 1992, adopted by the British Standards Institution and the Institution of Electrical Engineers on 2nd October 1992, a copy of which is identified by the signature of the Minister for Energy, Department of Trade and Industry, as the British Standard Requirements referred to in these Regulations";

(b)the definition of "Institution of Electrical Engineers Regulations" shall be deleted.

3. In regulation 27(2) of the 1988 Regulations (general conditions as to consumers) for the words "Institution of Electrical Engineers Regulations" there shall be substituted the words "British Standard Requirements".

4. In the proviso to regulation 32 of the 1988 Regulations (interruptions of supply) after the words "as may be necessary" there shall be inserted the word "and".

Explanatory Note

(This note is not part of the Regulations)

These Regulations amend the Electricity Supply Regulations 1988 ("the 1988 Regulations") so that any consumer's installation which complies with the provisions of the British Standard, Requirements for Electrical Installations BS 7671: 1992 ("BS 7671") is deemed to comply with the requirements of regulation 27 of the 1988 Regulations as to safety. BS 7671 replaces the 16th Edition of the Regulations for Electrical Installations published by the Institution of Electrical Engineers in May 1991 and is identical to it. Copies of BS 7671 can be obtained from the British Standards Institution, Linford Wood, Milton Keynes and from the Institution of Electrical Engineers, PO Box 96, Stevenage, Hertfordshire.

An amendment is also made to regulation 32 of the 1988 Regulations, as amended by the Electricity Supply (Amendment) Regulations 1990, to make it clear that a supply of electricity may not be discontinued under that regulation for longer than necessary.
