The Minister of Agriculture, Fisheries and Food, the Secretary of State for Scotland and the Secretary of State for Wales, acting jointly, in exercise of the powers conferred on them by sections 16(1), (1A), (2), (3), (4) and (8), 29(2) and 36 of the Plant Varieties and Seeds Act 1964(1) and of all other powers enabling them in that behalf, after consultation with representatives of such interests as appear to them to be concerned, hereby make the following Regulations:
1. These Regulations may be cited as the Forest Reproductive Material (Amendment) Regulations 1992, and shall come into force on 1st January 1993.
2. The Forest Reproductive Material Regulations 1977(2) shall be amended by omitting from regulation 14 the words from "Such official certificate" to the end of the regulation.
In witness whereof the Official Seal of the Minister of Agriculture, Fisheries and Food is hereunto affixed on 1st December 1992.

These Regulations further amend the Forest Reproductive Material Regulations 1977, so as to remove the requirement for an importer or consignee of forest reproductive material, imported from a Member State of the European Communities, to produce a certificate of provenance to the customs authorities.
1964 c. 14. Subsection (1) of section 16 was amended, subsections (1A) and (8) were added to section 16, and section 29(2) was added, by the European Communities Act 1972 (c. 68), Schedule 4, paragraph 5(1)-(4). The expression "the Ministers" is defined in section 38(1) and is to be read with section 29(3), which provisions were, respectively, amended and added by the European Communities Act 1972, Schedule 4, paragraph 5(4).
