The Secretary of State for Transport, in exercise of the powers conferred on him by section 63A of the Road Traffic Regulation Act 1984(1), and of all other enabling powers, and after consultation with representative organisations in accordance with section 134(2) of that Act, hereby makes the following Regulations:-
1.-(1) These Regulations may be cited as the Parking Attendants (Wearing of Uniforms) (London) Regulations 1993 and shall come into force on 5th July 1993.
(2) In these Regulations-
"the 1984 Act" means the Road Traffic Regulation Act 1984; and
"the 1991 Act" means the Road Traffic Act 1991(2).
2.-(1) All Functions conferred on parking attendants by or under the enactments mentioned in paragraph (2) below are prescribed for the purposes of section 63A of the 1984 Act.
(2) Those enactments are-
(a)section 99 of the 1984 Act;
(b)section 66(1) of the 1991 Act;
(c)section 69 of the 1991 Act; and
(d)section 77(4) of the 1991 Act.

1. Section 63A(4) of the Road Traffic Regulation Act 1984 provides:
"Parking attendants in Greater London shall wear such uniform as the Secretary of State may determine when exercising prescribed functions, and shall not exercise any of those functions when not in uniform."
2. These Regulations prescribe functions for the purposes of that provision.
3. One of the functions prescribed is the function of removing vehicles under section 99 of the Road Traffic Regulation Act 1984. The Removal and Disposal of Vehicles Regulations 1986 (S.I. 1986/183 as amended by S.I. 1993/1475) gives parking attendants certain powers to remove or arrange for the removal of vehicles which are parked in contravention of certain orders.
4. Other functions are:
(a)the fixing and giving of penalty charge notices under section 66 of the Road Traffic Act 1991 as extended by section 77 of that Act; and
(b)the immobilisation of vehicles under section 69 or 77 of that Act.
1984 c. 27; section 63A was inserted by section 44 of the Road Traffic Act 1991 (c. 40). "Prescribed" is defined in section 142(1) of the Road Traffic Regulation Act 1984.
