NATIONAL LOTTERY BETTING, GAMING AND LOTTERIES
Made
22nd October 1993
The Secretary of State, in exercise of the powers conferred on him by section 65 together with section 60(5) of the National Lottery etc.Act 1993(1), and of all other powers enabling him in that behalf, hereby makes the following Order:
1.-(1) This Order may be cited as the National Lottery etc.Act 1993 (Commencement No.1 and Transitional Provisions) Order 1993.
(2) In this Order "the Act" means the National Lottery etc.Act 1993 (1).
2. The following provisions of the Act shall come into force on 25th October 1993:
sections 1 to 15,
section 17,
sections 19 and 20,
section 26(1) and (3) to (5),
sections 40 to 44,
sections 60 to 63,
sections 65 and 66, Schedules 1 to 3, Schedule 6.
3. The following provisions of the Act shall come into force on 21st December 1993:
section 16,
section 18,
sections 21 to 25,
section 26(2),
sections 27 to 39,
sections 45 to 47,
section 64 to the extent that it relates to the provisions of Schedule 10 specified below,
Schedules 4 and 5,
in Schedule 10 the provisions relating to the Revenue Act 1898 and the National Heritage Act 1980.
4. Paragraphs 18A and 27(4)(c) of Schedule 1 to the Betting, Gaming and Lotteries Act 1963(2) and articles 17(2)(d) and 27(1)(f) of the Betting, Gaming, Lotteries and Amusements (Northern Ireland) Order 1985 (3) (which were inserted by section 18 of the Act) shall not apply in a case where any of the persons mentioned in those paragraphs or articles has received or negotiated a bet on the outcome of any lottery forming part of the National Lottery before 21st December 1993.

This Order brings into force-
(a)on 25th October 1993 sections 1-15, 17, 19, 20, 26 (partially), 40 to 44, 60 to 63, 65 and 66 of, and Schedules 1 to 3 and 6 to, the National Lottery etc. Act 1993 (which relate to the authorisation and regulation of the National Lottery, the establishment of the Millenium Commission and supplementary provisions).
(b)on 21st December 1993 sections 16, 18, 21 to 25, 26 (partially), 27 to 39, 45 to 47, 64 (partially) of, and Schedules 4 and 5 and 10 (partially) to, that Act (which relate further to the authorisation and regulation of the National Lottery, the distribution of its net proceeds, importation and exportation restrictions and private lotteries).
This Order also makes transitional provisions in relation to the amendments made to the Betting, Gaming and Lotteries Act 1963 and the Betting, Gaming, Lotteries and Amusements (Northern Ireland) Order 1985 by section 18 of the National Lottery etc. Act 1993 (which relates to control of betting on the National Lottery).
