The Secretary of State for Wales, in exercise of the powers conferred upon him by section 54(1) and (2)(e) of the Local Government (Wales) Act 1994(1), hereby makes the following Order:
1. This Order may be cited as the Local Government Reorganisation (Wales) (Transitional Provisions) Order 1995 and shall come into force on 1st April 1995.
2. A committee established under section 46 of the Local Government (Wales) Act 1994 shall be a body within the terms of regulation 9(1)(c) of the Local Authorities (Members' Allowances) Regulations 1991(2).

Section 46 of the Local Government (Wales) Act 1994 requires the establishment of committees comprising representatives of the existing Welsh principal councils whose areas will be wholly or partly within the area of any new principal council created by the 1994 Act. These committees are known as transition committees and their function is to consider and advise on matters relevant to ensuring that the new Welsh councils will be able to function from 1st April 1996.
The Order extends, for the full period of existence of the transition committees, the provision introduced in article 3 of the Local Government Reorganisation (Wales) (Transitional Provisions) Order 1994 (S.I. 1994/3124). Article 3 of the 1994 Order provided for the payment of special responsibility allowance under the Local Authorities (Members' Allowances) Regulations 1991 (S. 1991/351">1991/351) until 1st April 1995 to members of existing Welsh principal councils who serve on such committees.
In considering the effect of this Order regard will need to be had to the amendments which are made to the 1991 Regulations by the Local Authorities (Members' Allowances) (Amendment) Regulations 1995 (S. 1995/553">1995/553).
