The Secretary of State for Health, in exercise of powers conferred on him by sections 11(1) and (2) and 126(3) of the National Health Service Act 1977(1) and of all other powers enabling him in that behalf, hereby makes the following Order:
1. This Order may be cited as the Special Health Authorities (Establishment and Constitution Orders) Amendment Order 1998 and shall come into force on 21st July 1998.
2. After article 5 of the Authorities for the Ashworth, Broadmoor and Rampton Hospitals (Establishment and Constitution) Order 1996(2) there shall be added the following article-
6. The Public Bodies (Admission to Meetings) Act 1960 shall apply to each Authority.".
3. After article 7 of the Family Health Services Appeal Authority (Establishment and Constitution) Order 1995(3) there shall be added the following article-
8. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Authority.".
4. After article 5 of the Health Education Authority (Establishment and Constitution) Order 1987(4) there shall be added the following article-
6. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Authority.".
5. After article 4 of the Mental Health Act Commission (Establishment and Constitution) Order 1983(5) there shall be added the following article-
5. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Commission.".
6. After article 7 of the National Blood Authority (Establishment and Constitution) Order 1993(6) there shall be added the following article-
8. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Authority.".
7. After article 6 of the National Health Service Supplies Authority (Establishment and Constitution) Order 1991(7) there shall be added the following article-
7. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Authority.".
8. After article 7 of the United Kingdom Transplant Support Service Authority (Establishment and Constitution) Order 1991(8) there shall be added the following article-
8. The Public Bodies (Admission to Meetings) Act 1960 shall apply to the Authority.".

This Order amends the Orders for the establishment and constitution of certain Special Health Authorities by providing that those bodies shall be bodies to which the Public Bodies (Admission to Meetings) Act 1960 applies. The effect of such amendment is that, save as provided for by that Act, representatives of the press and other members of the public must be admitted to the meetings of those bodies. The Special Health Authorities concerned are: the Ashworth, Broadmoor and Rampton Hospitals; the Family Health Service Appeal Authority; the Health Education Authority; the Mental Health Act Commission; the National Blood Authority; the National Health Service Supplies Authority and the United Kingdom Transplant Support Service Authority.
1977 c. 49; section 11 was amended by paragraph 31 of Schedule 1 to the Health Services Act 1980 (c. 53) and by Schedule 10 to the National Health Service and Community Care Act 1990 (c. 19) ("the 1990 Act") and by paragraph 2 of Schedule 1 to the Health Authorities Act 1995 (c. 17) ("the 1995 Act"); section 126(3) was amended by section 65(2) of the 1990 Act and by paragraph 57 of Schedule 1 to the 1995 Act and by paragraph 27 of Schedule 2 to the National Health Service (Primary Care) Act 1997 (c. 46).
